Crypto in Kyoto: IVS Crypto, bitcoin spots and what visitors should know

Kyoto has no licensed crypto exchange, no crypto ATM and only two places that list bitcoin payments. It also hosts one of Japan's biggest startup conferences every July, complete with a crypto stage co-organised with the local governments. Here is how to make sense of that, whether you are visiting, attending IVS or living here.

Short answer

For visitors: plan to pay by card or cash; crypto spending in Kyoto is close to zero. For IVS attendees: the Crypto Stage sits inside the main conference at Miyako Messe. For residents: buy through an FSA-registered exchange app, ideally funded from a net bank, and file taxes with your local tax office under the Osaka bureau.

The cleanest way to describe Kyoto's relationship with crypto: it is where the industry meets once a year, not where people spend bitcoin. None of Japan's 27 registered crypto-asset exchange service providersCompanies registered with the FSA, via a regional finance bureau, to buy, sell and hold crypto for Japan residents. is based here. We found no crypto ATM. The community map BTC Map shows just two venues in the whole prefecture.

Then July comes around. Since 2023, IVS, one of Japan's largest startup conferences, has been held in Kyoto, and its crypto programme has grown each year into a dedicated stage. The executive committee that runs it includes Kyoto Prefecture and Kyoto City, which makes Kyoto one of the few places in Japan where local government co-organises a major event with a crypto track. The prefecture also runs its own blockchain working group.

Most people reading about crypto in Kyoto are visitors, so this guide starts with IVS and the city's institutions, then gets practical: how visitors should pay, the two places that list bitcoin, what residents need to know about banks, and where to file taxes.

What is IVS Crypto, and should you go?

"IVS Crypto" is shorthand for the crypto and Web3 programme at IVS. The format has changed each year: a standalone IVS Crypto in 2024, an IVC Summit run by the venture firm Infinity Ventures Crypto (IVC) in 2025, and in 2026 a Crypto Stage inside the main venue at Miyako Messe, Kyoto's exhibition hall in Okazaki. According to the announcement, the stage was powered by IVC and the crypto outlet NADA NEWS and carried more than ten curated panels.

IVS2026 ran from 1 to 3 July 2026 across Miyako Messe, ROHM Theatre Kyoto and Hotel Okura Kyoto, which housed the invitation-only IVS CORE. The organiser reported about 13,000 participants over three days, the fourth consecutive year in Kyoto. Within the national Japan Blockchain Week, those three days were billed as the "IVS2026 Crypto Zone", and an invitation-only reception was reported at The Ritz-Carlton Kyoto.

Should you go? If you build or invest in crypto, probably yes, but understand what you are buying. IVS is a startup conference first; the crypto stage is one room in a much bigger event, and many side events have their own organisers and sign-ups. The IVS website publishes in English as well as Japanese. Compare it with Tokyo's WebX and ETHTokyo in our crypto events calendar.

How Kyoto's governments are involved

IVS is run by the IVS KYOTO Executive Committee, made up of Headline Japan, IVC, Kyoto Prefecture and Kyoto City. Kyoto's mayor, Koji Matsui, was listed as a speaker in 2026. That is unusual: most Japanese crypto events are private, with local government at most lending its name as a supporter.

Kyoto Prefecture also runs Chain Up KYOTO, a working group that grew out of its Kyoto Big Data Utilization Platform. Its official page describes it as a members' forum for using blockchainA shared ledger copied and checked by many participants, which makes records hard to alter. It underpins crypto assets and NFTs., the metaverse, XR, AI and IoT to build business models that solve social problems and support smart-city goals. The secretariat is the prefecture's Digital Policy Promotion Division.

At the national level, Kyoto, Osaka and Hyogo-Kobe were jointly named a "global startup hub city" by the Cabinet Office in 2020. None of this extends to individual investors: there is no Kyoto subsidy, tax break or programme for people buying crypto.

Visiting Kyoto with crypto: the honest answer

Illustration of a geiko holding a red umbrella, for visitors planning how to pay in Kyoto

Kyoto receives huge numbers of foreign visitors, and some of them arrive hoping to spend crypto. Don't count on it. With two listed venues in the prefecture, and temples, shrines and older shops often preferring cash or card, crypto is not a practical way to pay here. Bring a card that works in Japan and some yen.

If your crypto lives on an exchange back home, the most practical bridge is often a crypto-linked debit card from that exchange, used like any other card. Our crypto cards guide explains which kinds work in Japan and what to watch for, and the Crypto.com card in Japan page covers that specific brand.

You cannot open an account at a Japanese exchange as a tourist: domestic identity checks require a Japanese address and residence card. If you want to buy crypto during your trip, an international platform that accepts foreign cards is the realistic route. CEX.IO is one: it holds a US FinCEN MSB registration, money-transmitter licences in many US states and a UK FCA cryptoasset registration, and supports Visa, Mastercard, Apple Pay and Google Pay. It is not registered with Japan's FSA, does not support yen, and Japan is on its list of unsupported countries, so it is for visitors, not residents. Avoid swapping cash for crypto with strangers met online; read our P2P guide to see why.

The two places that list bitcoin in Kyoto

Here is the entire BTC Map list for Kyoto Prefecture as of 22 October 2026. Both are community listings, not merchant announcements.

Hokora of Bitcoin Kyoto
Gift shop, 126 Jurakumawari Nishimachi, Nakagyo-ku. Accepts LightningA layer on top of bitcoin for fast, low-cost small payments, usually by scanning a QR code with a compatible wallet. and on-chain bitcoin. Last checked 18 October 2025, so the listing is a year old.
Mominoki House

Confirm by message or phone before making the trip. Just over the prefectural border in Shiga, the guesthouse Detarameso lists Lightning payments (checked July 2026). If you live in Japan, remember that paying with bitcoin is a taxable disposal: any rise in value since you bought it counts as income in that year. See where to spend crypto in Japan for the national list.

Living in Kyoto: students, researchers and residents

Kyoto had 92,563 foreign residents at the end of 2025, many of them students and researchers. If you hold a residence card and have a registered address, you can open an account with most domestic exchanges through phone-based eKYCElectronic Know Your Customer: scanning the IC chip of your ID card and taking a selfie inside the exchange app.. Since January 2026 exchanges also ask new customers to self-certify their tax residency under the OECD's CARF rules, which may include a foreign tax ID. Our guide for foreigners in Japan covers visa types, and How to buy Bitcoin in Japan covers the steps.

The local snag is banking. Bank of Kyoto does not appear on GMO Coin's instant-deposit list, for example, which covers Docomo SMTB Net Bank, PayPay Bank and Japan Post Bank among others, so a Kyoto Bank account means an ordinary, slower transfer. A net-bank account makes deposits near-instant. Whatever you use, send from an account in your own name: banks now block transfers to exchanges when the sender and account names differ. Our ways to pay page compares the options.

If you need cash in or out, the closest machines are in Osaka. Gaia lists BTMs inside Travel Hub Namba and its Shinmachi office, weekdays 10:00–17:00; residents can register for full buy-and-sell use, at a 10% fee each way and up to ¥100,000 per transaction. Details are in our Osaka guide.

Tax in Kyoto: the Osaka bureau and your local office

Crypto gains are generally miscellaneous incomeZatsu shotoku (雑所得): the catch-all income category. Salaried with a small gain?

If you have one employer and no more than ¥200,000 of other income, you can skip the national return, but you still owe a resident-tax declaration to your ward office. When in doubt, ask the tax office or a licensed tax accountant.
